This is a cute picture, and the expressions of the characters are well done and amusing. I especially love how you've done Leafeon's eye; the anime stylisation suits the piece, and the Pokemon style.

While this is a cute scene, there are a number of things that could be improved on. First of all, the anatomy of the characters. The Eevee family is based off canines, and here the proportions appear to be off. Also, the hind legs look strange and unrealistic. The feet sort of look like they're sticking out at awkward angles; I suggest that you should draw the rounded upper part of the leg to come slightly over the feet. This will make them look more realistic.

Secondly, the outline around the characters & lettering is uneven in places. When you draw outlines, you want to draw them smoothly and with long strokes; sketchy lines are intended for the rough pencil lines. Also, make sure the line-art joins up in the right places to avoid it looking rough.

Overall, this isn't bad and you shouldn't be discouraged. My advice for correcting anatomy would be to look up canine stock on Deviant Art as a reference for proportions; I believe *HOTNStock has some good references for canines. The only other suggestion I can give is practice! Practice makes perfect, after all, and with time your style will begin to evolve.

Hopefully this was useful; if you have any further questions, feel free to ask me.
